When he says "The mountains are waiting" he is describing the rising of the sun to relieve them of the dark. Of course the mountain can represent him. He is waiting for the sun to rise. (Things to get better).
"The full moon has come" means that he is experiencing depression and he is waiting for the sun. (Happiness)
"I got lost on the highways" he has lost his ways in the dark. Darkness representing everything he has built.
"Don't ask me where I've been, or what I've done" (The lyrics are wrong on this page). He is saying that he knows that he has done wrong and he is lost, and he knows talking about it will only remind him of his mistakes.
"Oh Lord, send me transmission
Forgive me for what I've become" This is very straightforward. He is asking for forgiveness. You do not have to be a christian to ask God for forgiveness. He is ashamed of what he has become mentally, and the things he has done physically.
"The sun is gonna save me
Put a little love into my lonely soul"
In the end, he knows the sun will always rise, because it does every morning. He knows things will get better eventually.
"Oh, don't you know why
you need her loving you?" You can look at these last few phrases anyway you want, but I see it as Gods response. (Appearantly there is a girl wrapped up in this). He is saying, do you not see why you need her? She is your sunlight in the dark. The Highway you need to keep from getting lost.
"Float inside" This last line could mean anything. But I see it as these thoughts and feelings, of happiness, and despair, remaining in his conscious even after the sun has come up. Because once again, it will set all over again and the moon will return.
